Not sure why you consider it to be the top performer when the CAGR is one of the lowest among all the portfolios. As the name suggests, its aimed at retirees who are looking for the lowest volatility.
Does the Dalio All Weather portfolio rebalance periodically, or does it start with the stated allocation and then let it run?
Yes. You have to rebalance at least once a year. Else after a few years, you will be overweight once sector depending on the business cycle.
